If Windows Vista Will Not Start

Recently I got a message when I turned on my computer that Windows Vista would not boot.

It said the problem was:

File: \Boot\BCD

Status: 0xc000000f

Info: An error occurred while attempting to read the boot configuration data. 

My computer is an HP desktop that came with no boot disk.  The only option using the HP tools was to completely reinstall Windows, thus losing all my installed programs, although I had a backup of all my data.  I was able to make a boot CD which got me back in business.
